Vorsicht bei den Statistikdiagrammen!

Bei thailändischen Statistiken muss man mit allen Fehlerquellen rechnen, die in folgendem Werk beschrieben sind:

Die Statistikdiagramme geben also meistens eher qualitative als korrekte quantitative Beziehungen wieder.

Von den über 14 Mio. Siamesen zahlen nur 2731 Einkommenssteuer, d.h. haben ein deklariertes jährliches Einkommen über $1.100. In Thailand sind die größten jährlichen Einnahmen wie folgt verteilt:

Nang Sikhon - the Khmer wife of Phamueang [ผาเมือง] - asks Nai Man why her husband refrained from enthroning himself:

Nai Man: Because [your husband] is uneasy as his wife is of another race (tang chat) [ต่างชาติ]. To place him as ruler is not right (mo meng). [...]

Nang Sikhon: You are wrong. What an offensive idea. Why does he hold that I am of another race? This is a major mistake. You should be able to see that the Khmer are Thai. Khom [ขอม] blood vanished long ago and of the old Khom only the name remains today. The Khmer are of real Thai stock because the Thai are divided into many lineages. The Vietnamese (yuan kaeo) [ญวนแกว] and the Khmer are Thai through and through. Take a look! On what points do our face and colour of skin differ? For several hundreds of years Thai blood has been running in Khmer veins, making them one race. [...]."

British Burma stimmt zu, dass für die Grenzflüsse Pakchan (ปากจั่น = Kraburi River / แม่น้ำกระบุรี / မြစ်ကြီးနား), Mae Sai (แม่สาย ) und Mae Ruak (แม่น้ำรวก) das Talweg-Prinzip gilt. Da diese Flüsse ihren Laufverändert hatte, führt das zu Gebietsgewinnen Thailands.

"Under this programme any Thai citizen of legal age, sound morals and good character, who is physically fit and willing to undertake agricultural work, but is landless or possessing insufficient land may apply either to the Director-General of the Department of Public Welfare or to the Superintendent of a local land settlement for membership. The applicants are selected by a committee of local officials appointed by the Governor of the province in which the settlement is located. A successful applicant is allotted a piece of virgin land of 25 to 50 rai, of which five rai have been cleared for him and the rest to be cleared by the grantee and put into production within five years. The Department makes available to each settler-family a loan for the general investment on its land, a small quantity of seeds and livestock, aid for building construction, technical advice on farming, the use of heavy mechanical equipment, medical assistance and transport and marketing facilities for the produce. Other community facilities, such as stores, electricity and water-supply, are also provided according to the availability of funds and community efforts. The Department keeps a regular staff for the administration of the settlement, headed by a superintendent and his aids. Settlers, on the other hand, form groups of fifty families and elect a representative for each group to co-ordinate with the settlement officials in various settlement activities. Whereas the main functions of the government- appointed officials are to provide such basic services as roads, schools, hospitals and clinics etc., and to help promote effective formation of the community in the initial period, the settlers’ responsibilities lie in the proper use of the allocated land and the exercise of community rights and duties according to the rules and regulations of the settlement."

"Das Bangkok-Aquarium (Thai: สถานแสดงพันธุ์สัตว์น้ำจืดกรุงเทพมหานคร oder auch สถานแสดงพันธุ์สัตว์น้ำกรุงเทพฯ) ist das älteste Aquarium in Thailand.

Das Bangkok-Aquarium wurde 1940 gegründet und befindet sich auf dem Universitätsgelände der Kasetsart-Universität (มหาวิทยาลัยเกษตรศาสตร์) in Bangkok. Es beheimatet über 560 Arten von Süßwasserfischen des Landes und rund 100 Arten an Wasserpflanzen. Zu den Fischarten zählen

  • der Vielfraß-Haiwels (Pangasius sanitwongsei - ปลาเทพา)
  • die Riesenbarbe, auch Siamesischer Riesenkarpfen genannt (Catlocarpio siamensis - ปลากระโห้)
  • der Siamesische Tigerfisch (Datnioides microlepis - ปลาเสือตอลายใหญ่)

Das Aquarium gehört dem Department of Fisheries (กรมประมง) der thailändischen Regierung und wird von diesem auch betrieben."

"France got the district of Laos (khwaen lao) [แขวงลาว] as a protectorate after signing a treaty with Siam and not with a local ruler, since Laos at that time really was a part of Thailand. Therefore, although Laos in reality has the status of a protectorate, it has a lower status than Cambodia, which became a protectorate in accordance with a treaty between France and a local ruler that still legally rules the country. Accordingly, Laos is only a protectorate ‘in name' (nai nam [ในนาม]); but in reality it has been treated as a colony (dai rap kart patibat chert diaokan ananikhom [อาณานิคม] thae)."

Bildung von Force 136

"Force 136 was the general cover name for a branch of the British World War II organization, the Special Operations Executive (SOE). The organisation was established to encourage and supply resistance movements in enemy-occupied territory, and occasionally mount clandestine sabotage operations. Force 136 operated in the regions of the South-East Asian Theatre of World War II which were occupied by Japan from 1941 to 1945.

Although the top command of Force 136 were British officers and civilians, most of those it trained and employed as agents were indigenous to the regions in which they operated. British, Americans or other Europeans could not operate clandestinely in cities or populated areas in Asia, but once the resistance movements engaged in open rebellion, Allied armed forces personnel who knew the local languages and peoples became invaluable for liaison with conventional forces. In Burma in particular, SOE could draw on many former forestry managers and so on, who had become fluent in Burmese or other local languages before the war, and who had been commissioned into the Army when the Japanese invaded Burma.

Thailand

On 21 December 1940, a formal military alliance between Thailand under Field Marshal Plaek Pibulsonggram  (แปลก พิบูลสงคราม, 1897 - 1964) and Japan was concluded. At noon on 25 January 1942, Thailand declared war on the United States and Great Britain. Some Thais supported the alliance, arguing that it was in the national interest, or that it was better sense to ally oneself with a victorious power. Others formed the Free Thai Movement (Seri Thai / เสรีไทย) to resist. The Free Thai Movement was supported by Force 136 and the OSS, and provided valuable intelligence from within Thailand. Eventually, when the war turned against the Japanese, Phibun was forced to resign, and a Free Thai-controlled government was formed. A coup was being planned to disrupt the Japanese occupying forces in 1945, but was forestalled by the ending of the war."

Rochow (1909 - 2002) und der deutsche Chemiker Richard Müller (1903 - 1999) erfinden fast gleichzeitig die Müller-Rochow-Synthese, ein Verfahren zur großtechnischen Herstellung der Chlormethylsilane, der wichtigsten Vorprodukte zur Herstellung der Silikone (Poly(organo)siloxane). Silikone werden in der Folgezeit weltweit immer wichtiger. In Thailand speziell wichtig werden Silikon-Brustimplantate für Transexuelle.

USA: Die Firma Tiffany & Co. hat ein vollklimatisiertes Geschäft. Klimatisierte Shopping Center werden in Thailand zu den beliebtesten Aufenthaltsorten werden.

Die USA verbietet die Auslieferung von 16 Flugzeugen an Thailand und liefern keinen Treibstoff mehr, darunter zehn NA-69 (in den USA umbenannt in A-27).

Seni Pramoj (หม่อมราชวงศ์ เสนีย์ ปราโมช, 1905 - 1997) ist Thai-Gesandter in den USA. Hintergrund der Ernennung Senis: Seni war an der Thammasat Universität eine so beliebte Lehrkraft, dass Pridi eifersüchtig war und Seni nach den USA weglobte. Seni verteidigt die Rückgabe der verlorenen Territorien so sehr, dass ihn US-Außenminister Cordell Hull (1871 - 1955) verdächtigt, ein Parteigänger Japans zu sein. Auch gegenüber den übrigen Achsenmächten unterhält Seni vorzügliche Beziehungen.

Japans Marine nimmt das Trägerjagdflugzeug Mitsubishi A6M (零式艦上戦闘機) "Zero-sen" / "Zero" in Dienst. Insegesmat werden ca. 11.000 Flugzeuge dieses Typs produziert. Bis 1942 ist dieses Flugzeug den entsprechenden Flugzeugen der Alliierten überlegen.

Hugh Gladney Grant (1888 - 1972) ist US-Gesandter in Bangkok. Er warnt die US-Regierung vor Thailand und rät zu äußerster Zurückhaltung.

Der Vorsitzende der Chinese Chamber of Commerce in Bangkok schickt an die nationalchinesische Regierung in Chunking (重庆), dass wegen der Thai-Regierung chinesische Organisationen in Thailand ab jetzt nicht mehr der Politik und den Anweisungen der nationalchinesischen Regierung Folge leisten können.

"The King of the White Elephant (Thai: พระเจ้าช้างเผือก or Prajao Changpeuk; RTGS: Phrachao Chang Phueak) is a 1940 Thai historical drama film.

Based on a novel and produced by Pridi Banomyong and released before Thailand's involvement in World War II, the English-language film carried a propaganda message from anti-war interests in Thailand, that Thailand should remain neutral, and only go to war to defend its sovereignty against foreign invaders. However, on December 8, 1941, Thailand was occupied by the Japanese and officially sided with the Axis powers during the war.

Plot

Set in the Ayutthaya Kingdom (อาณาจักรอยุธยา) of the 16th century, King Chakra is going about his usual palace duties, granting audiences to his advisers, including his Lord Chamberlain, who is keen to see the king fulfil his royal duty of taking 366 wives, including, hopefully among them, the chamberlain's own daughter.

However, the threat of invasion by the King of Honsa (Thai: หงสาวดี Hongsawadi, Burmese: ဟံသာဝတဳ - Hanthawaddy kingdom of Burma) has King Chakra pre-occupied. The peace-loving King Chakra at first wants to negotiate for peace, but is unsuccessful, and finds himself forced to go to war to stop the Honsa (Hanthawaddy) invasion.

 Production

Pridi Banomyong, at the time Minister of Finance in the government of Prime Minister Plaek Pibulsonggram (แปลก พิบูลสงคราม), produced the film, which was based on an English-language novel he had written. The cast of the movie were lecturers and students from Thammasat University (มหาวิทยาลัยธรรมศาสตร์), which Pridi had founded.

The film was made with the intent of conveying Pridi's conception of peace to international audiences, and was filmed in English, the first Thai film to do so. The film also took its themes from Buddhist philosophy, that there is no happiness that is greater than peace, but also carried the message that Pridi thought Thailand was ready to fight a war of aggression by any foreign invaders.

The movie was screened in New York City and Singapore.

After Japan invaded Thailand on December 8, 1941, Pridi became a leader of the Free Thai Movement (ขบวนการเสรีไทย) resistance movement, while the Thai military dictators sided with Japan in the Axis Powers and declared war on Great Britain and the United States.[1]

 Restoration

The King of the White Elephant was among two films chosen for a restoration project launched by the Thailand Ministry of Culture, with cooperation from Technicolor and the Thai Film Foundation. The film is the oldest surviving Thai film in its complete form.

The 35-mm negative of the film had actually been lost during World War II, but a 16-mm print that had been archived in the Library of Congress survived, and a new 35-mm copy was made from that print. Also, two versions of the film survive, the full 100-minute version and a 50-minute version. Both versions of the unrestored film were released on DVD in 2005 by the Thai Film Foundation.

The restored print was presented at the inaugural Phuket Film Festival in October 2007.[1]

The other film selected for the 2005 restoration effort was The Boat House (Ruen Pae), a 1962 musical romance."

Treaty between Thailand and Japan Concerning the Continuance of Friendly Relations and the Mutual Respect of Each Other's Territorial Integrity

"The Treaty between Thailand and Japan Concerning the Continuance of Friendly Relations and the Mutual Respect of Each Other's Territorial Integrity was concluded in Tokyo on June 12, 1940 between the Thai and the Japanese governments. It was a step in the unfolding cooperation between the Thai and the Japanese governments, which eventually made them allies during the Second World War.

Ratifications were exchanged in Bangkok on December 23, 1940, and it became effective on the same day. The treaty was registered in League of Nations Treaty Series on July 26, 1941.

Background

Following the Japanese invasion of China in 1937, the Japanese government began cultivating relations with the Thai government. This trend was intensified during the battle of France (May–June 1940), as the German forces advanced into France, a situation the Japanese government was keen to exploit in order to gain control over French Indochina. The Kingdom of Thailand had a common border with Indochina, and for that purpose was viewed by Tokyo as a possible ally against the French control of that area.

Terms of the treaty

Article 1 provided for mutual respect of each other's sovereignty by the Japanese ant the Thai governments. Article 2 provided for joint consultation between the Japanese and the Thai governments on matters of common concern. Article 3 stipulated that in case any of the parties is under attack by a third party, the other signatory party shall not lend any assistance to the attacking third party. Article 4 provided for ratification of the treaty. Article 5 stipulated the treaty shall remain in force for five years, with the possibility to extend it further.

Aftermath

The growing cooperation between the Thai and the Japanese governments in the wake of the treaty led the Thai government to wage a brief and successful war against French Indochina in 1940-1941, which resulted in some territorial conquests for Thailand, made with Japanese assistance. In general, this trend facilitated the gradual process of Japanese take over of Indochina throughout 1941, which was one of the main causes for Japanese entry into the Second World War. The Thai government, in return, was compelled to join the Japanese government in a treaty of alliance in December 1941."

"The Anglo-Thai Non-Aggression Pact was concluded in Bangkok on 12 June 1940 between the governments of Great Britain and the Kingdom of Thailand. It was concluded as part of the British policy at that time of refraining from resisting by force the actions of the Japanese Empire in East Asia, as Thailand was about to become Japan's ally.

Ratifications were exchanged in Bangkok on 31 August 1940 and the pact became effective on the same day. It was designated to remain in force for five years, unless extended. The pact was registered in League of Nations Treaty Series on 6 June 1941.

Background

Following the Japanese invasion of China in 1937, British policy in East Asia was in a state of confusion. The British government opposed Japanese expansionist policies, but at this point was not in a position to take up arms against the Japanese actions, especially following the Tientsin Incident. As a result, it developed a policy of not recognizing legally the changes made by Japanese actions, but at the same time refraining from antagonizing the Japanese government by actual resistance. This policy became evident in the so-called Craigie-Arita formula of July 1939, by which the British government refrained from open opposition to Japanese military actions in China.[2][3]

This situation continued following the outbreak of the Second World War in Europe in September 1939. On 18 July 1940 the British government accepted the Japanese demands for closing the Burma Road for three months to prevent war supplies to China.[4] In addition, the government of Thailand was now becoming aligned with the Japanese Empire. During the battle of France (May–June 1940), the British government became extremely cautious in this policy, and concluded that pact with Bangkok so as not to antagonize Tokyo.

Terms of the agreement

Article 1 stipulated the British and Thai governments shall not resort to war against one another. Article 2 provided for termination of the pact in case either the British or Thai government committed an act of aggression against a third party. Article 3 annulled any previous obligation by either the British or Thai governments to assist a third party in a war against one another. Article 4 stipulated that nothing in the pact could annul legal obligations arising from the Covenant of the League of Nations. In article 5 the two governments undertook not to disrupt one another's control over its territories. Article 6 provided for ratification of the pact."

Thailand unterzeichnet einen Nichtangriffspakt mit Frankreich, macht aber die Ratifizierung davon abhängig, dass die Territorien westlich des Mekong, die Thailand 1904 abtreten musste, wieder an Thailand zurückgegeben werden. Wegen der Nichterfüllung diieser Klausel durch Frankreich, ratifiziert Siam den Pakt nie.

"Before allowing the nonaggression treaty to come into effect the Siamese government would, therefore, like to propose that definite agreement be reached over the following problems:-
  1. The boundary line at the River Mekong should be adjusted according to principles of international law, that is by adhering to the Thalweg line. At the same time administrative problems should be settled as outlined in the exchange of letters of 12th June 1940.
     
  2. The boundary should be re-defined according to natural frontier lines with the River Mekong forming the boundary line between Siam and Indochina from the north southwards to the frontier with Cambodia. Siam would thus recover her territories on the right bank of the Mekong opposite Luang Phrabang [ຫຼວງພະບາງ] and Pakse [ປາກເຊ].

    This clause was to be fully effective from the time the agreement was signed.
     

  3. The government of Siam would be very grateful if the French government would give an undertaking in writing that in the event of Indochina being taken out of French jurisdiction, France would return Laos and Cambodia to Siam. In such an event, the Siamese government would treat French officials in those territories favourably (meaning that they could stay on in the Civil Service if they wished to)."

Le présent Traité, dont les textes français et thaï feront également foi, sera ratifié et les ratifications seront échangées à Bangkok dans le plus bref délai possible. Thus any territory, regardless of form, to the right of this line would be considered the property of Thailand, while any territories to the left of this line would likewise be considered the territory of France.

To define and determine such frontier line, the two governments would appoint representatives to be given due power and authority, and the agreement made between these same representatives would become effective within a period of one year from the date this note has been exchanged.

Further it is understood that the French delegation would be under the direction of a senior official having ambassadorial status so that such delegation would have full power to negotiate over any remaining administrative problems.

However, it should be emphasised once again that such arrangements would come into effect only after the exchange of ratifications of the Non-Aggression Treaty have been carried out.

"In June 1940 the Premier made an inspection trip in various provinces in order to see what progress the people who owned no land were making in settling on vacant land. He found that some Amphurs had between two and three thousand red of vacant land and that there were few applicants for it. The Premier regretted that people were slow in establishing themselves economically because they in turn retarded the development of the nation. He brought the matter before the Council of Ministers which agreed, first, that the Thai people apparently were attached to familiar plots of ground and that when a son or sons engaged in farming, rather than strike out for themselves on vacant lands, they preferred to divide the family fields. So the first thing to do was to find a way to break down this attitude. And second, the Council agreed that it was expensive for peasant-farmers to develop new land and that the cost could be lightened by cooperative societies whose aim would be to help the farmers acquire land."

"The world stands at a great historic turning point, and it is about to witness the creation of new forms of government, economy, and culture, based upon the growth and development of sundry groups of states. Japan, too, is confronted by a great trial such as she has never experienced in history. In order to carry out fully at this juncture our national policy in accordance with the lofty spirit in which the country was founded, it is an important task of urgent necessity to us that we should grasp the inevitable trends in the developments of world history, effect speedily fundamental renovations along all lines of government, and strive for the perfection of a state structure for national defense. Accordingly, the general lines of the country's fundamental national policies have been' formulated as follows:

Summary of Fundamental National Policies

  1. Basic Policy 

    The basic aim of Japan's national policy lies in the firm establish­ment of world peace in accordance with the lofty spirit of Hakko Ichiu, in which the country was founded, and in the construction, as the first step, of a new order in Greater East Asia, having for its foundation the solidarity of Japan, Manchoukou and China. 

    Japan will, therefore, devote the total strength of the nation to the fulfillment of the above policy by setting up swiftly an unshakable national structure of her own adapted to meet the requirements of new developments both at home and abroad. 
     
  2. National Defense and Foreign Policy 

    The Government will strive for the repletion of armaments adequate for the execution of the national policies, by taking into consideration the new developments both at home and abroad, and constructing a state structure for national defense, capable of bringing into full play the total strength of the nation. 

    Japan's foreign policy, which aims ultimately at the construction of a new order in Greater East Asia, will be directed, first: of all, toward a complete settlement of the China Affair, and the advancement of the national fortune by taking a far-sighted view of the drastic changes in the international situation and formulating both constructive and flexible measures. 

What is urgently required in internal administration is the laying of the foundation for a state structure for national defense through a complete renovation of the domestic administration in general, for which purpose the Government expects the realization of the following points:

  1. Renovation of education thoroughly in harmony with the fun­damental principles of the national polity, and also the establishment of ethical principles of the nation stressing, above all, service to the state and eradicating all selfish and materialistic thoughts. 
     
  2. Establishment of a powerful new political structure and a unified control of government affairs. 
    1. Establishment of a new national structure, of which the keynote lies in the service to the state through the co-operation between gov­ernment and people, every man according to his sphere of profession or business.
    2. Renovation of the Diet as an organ for assisting the Throne, so as to adapt it to the new national structure.
    3. Fundamental renovation in the operation of administrative organs, and the reformation of the bureaucracy, aimed at the unity and efficiency of those organs. 
       
  3. Laying the foundation of national defense economy, of which the keynote is to lie in the autonomous development of the economy of Japan, Manchoukuo and China with Japan as the center. 
     
    1. Establishment of a sphere of co-operative economies, with the Japan-Manchoukuo-China group as one of the units.
    2. Inauguration of a planned economy through the co-operation between government and people, and especially the perfection of a unitary control system covering the production, distribution and con­sumption of important commodities.
    3. Establishment of a financial scheme and reinforcement of bank­ing control, directed toward the development of the nation's total economic power.
    4. Renovation of the foreign trade policy so as to adapt it to the new world situation.
    5. Establishment of the measures for self-sufficiency in the people's daily necessities especially in the principal foodstuffs.
    6. An epoch-making expansion of the vital industries-especially heavy, chemical and machine industries.
    7. An epoch-making promotion of science, and rationalization of production.
    8. Perfection and extension of the communication and transporta­tion facilities so as to adapt them to the new developments at home and abroad.
    9. Establishment of land development plans. aiming at the enhancement of the total national strength.
    10. Inauguration of permanent measures concerning the promotion of the stamina and physical strength of the nation, and especially the fundamental measures concerning the security and development of agriculture and agricultural communities.
    11. Rectification of the inequality in individual sacrifices incident to the execution of national policies; full operation of various welfare measures, and renovation of the living mode of the nation, and the maintenance of such standard of living as will enable the nation to lead a plain, solid and vigorous life and to surmount the national crisis by persevering truly through years of hardship. "

"I felt like telling him that Siam had already learned her lesson in this regard from the First World War. The Allies had persuaded us to enter the war on their side, yet when the war was over no country with the sole exception of the United States was willing to revise its unequal treaties with us, and even in the case of the United States we had run into great difficulties and secured revision of the treaties only through the help of Dr. [Francis Bowes] Sayre [1885 - 1972] , who happened to be the son-in-law of President Wilson. However, out loud I only mentioned that there were two questions involved here. The first was who would win and who lose the war ? The second was, supposing that the Allies were victorious, could the Minister say that the United States would support us in our future demands ? "Vous voudrez bien confirmer au gouvernement japonais:

5° Que la liaison entre l’accord du 30 août et l’évolution thaïlandaise est un fait contre lequel l’appréciation du gouvernement japonais ne saurait prévaloir. Il résulte en effet des déclarations mêmes du président du Conseil thaïlandais au ministre de France que c’est la prévision d’un débarquement japonais en Indochine qui a amené le gouvernement de Bangkok à considérer le statut de l’Indochine comme compromis, les revendications territoriales thaïlandaises étant à ses yeux légitimées de ce fait;

6° L’action d’agents officiels japonais en Thaïlande n’est pas douteuse. Elle ne constitue pas d’ailleurs un fait nouveau. Dans la mesure où elle nous est hostile, elle est contraire à l’esprit de l’accord du 30 août. Si le gouvernement japonais la couvrait, il contreviendrait lui-même à l’esprit de cet accord. Si cette action s’exerçait contre sa volonté, le gouvernement français serait fondé à mettre en doute l’étendue de son autorité sur ses agents, tant militaires que civils;

8° Pour toutes ces raisons, le gouvernement français se sent en droit de demander au gouvernement japonais de mettre fin à l’activité antifrançaise de ses agents en Thaïlande, et d’intervenir lui-même à Bangkok pour détourner le gouvernement thaïlandais de tirer de l’accord du 30 août des conclusions attentatoires au statut politique et territorial indochinois, confirmé par ledit accord;

9° Je me plais à penser que ces assurances et ces explications amèneront le gouvernement japonais à nous prêter à Bangkok le concours que nous lui demandons, et qu’il est incontestablement en mesure de nous donner."

Nach mehrwöchigen Verhandlungen gesteht Vichy-Frankreich Japan die Übernahme militärischer Stützpunkte in Indochina zu. Japan erklärt, bezüglich Indochina keine territorialen Pläne zu verfolgen. Thailand stationiert daraufhin offen Reservisten und 50 Kriegsflugzeuge in der demilitarisierten Zone an der Grenze nach Indochina.

"Profitant de la faiblesse de la France après la défaite face à l'Allemagne, le gouvernement de Fumimaro Konoe (近衞 文麿, 1891 - 1945), avec l'approbation de l'empereur Showa (Hiro-Hito, 裕仁, 1901 - 1989), décide d'occuper militairement l'Indochine. Afin de pouvoir attaquer par surprise, le Quartier général impérial joue le jeu de la diplomatie: le 22 septembre 1940, le représentant du Japon à Saïgon, Nishihara, signe des accords avec le gouverneur général de l'Indochine, le vice amiral d'escadre Jean Decoux (1884 - 1963). Mais, le soir-même, en violation flagrante du traité, la 5e division japonaise du Kwang Si, soit 30 000 hommes commandés par le général Akihito Nakamura (中村 明人, 1889 – 1966), stationnée en Chine, attaque une zone frontalière de 70 kilomètres, avec Lạng Sơn en son centre névralgique (l'objectif est d'investir la ville par une double manœuvre en la prenant dans un étau par l'ouest et par l'est). Le lieutenant-colonel Louvet devient la première victime, abattu alors qu'il se trouvait à la tête d'un détachement motorisé de Lạng Sơn. Durant cette première offensive, les troupes japonaises massacrent les officiers et les soldats français de la garnison, ainsi que de nombreux civils. Les hostilités durent trois jours, jusqu'au 25 septembre, entrainant la mort d'environ 800 soldats français. Une fois les objectifs atteints, Hirohito ordonne finalement leur cessation."

"All these developments had a major impact on Pibul. The day after the conclusion of the Triple Alliance, he told Vanich [Pananond - วนิช ปานะนนท์, 1903 - 1944] to convey a secret message to his friend the Japanese naval attaché in Bangkok. This amounted to an offer of Thai cooperation with Japan’s aims in East Asia. The naval attaché could not believe his ears, and asked for confirmation from the prime minister in person, which was provided three days later. Pibul told the naval attaché that he would allow Japanese troops transit through Thai territory and provide them with supplies if necessary. Japan could also purchase all the raw materials it needed from Thailand. There was only one condition: Pibul said that Japan would first have to guarantee to help Thailand regain its lost territories from Indo-China.

Founded by Swami Satyananda Puri, the Thai-Bharat Culture Lodge evolved from an earlier organisation, which he began in 1932 with the aim of propagating Oriental culture. The Thai- Bharat Culture Lodge was started in October 1940 with the aim of encouraging the comparative study of Indian and Thai cultures, thus increasing awareness among both Thais and Indians of their historical links. Until 24 March 1942, when he left for that fateful journey to Tokyo, the organisation was under the active leadership of the Swami,

The Thai-Bharat Culture Lodge was the centre for the Indian National Council during the war and was central to the efforts of the INA [ Indian National Army] in Thailand. The Swami had gained permission from the Thai government to make news broadcasts and commentaries in Hindustani through the Publicity Department of the national Thai radio station. His first message was to Mahatma Gandhi, and it was repeated over the air for many days. It was a respectful but powerful plea for the honest aims of the Mahatma to 'get to the right target of war.' Next, due to the frequent Allied bombing of Bangkok just after the invasion, the Swami established a free hospital on Siphaya Road in a bungalow belonging to an Indian, Mr Salebhai, whose family members still live in Bangkok. He willingly vacated his premises for this purpose. Indian doctors who offered their services included Dr Onkar Singh, Dr Jagdish Singh, Dr C. Roy and many more. It was opened by the Thai Minister of Health, who donated a fully equipped ambulance through the local Red Cross. Another ambulance was purchased with the donations of local Indians.

In 1945, the organisation was closed by the Allied Field Security Department. Later, Pandit Raghunath Sharma was permitted to reopen the Thai-Bharat Culture Lodge on 29 July 1946."

  1. "The French government is pleased to learn that Siam is still willing to ratify the nonaggression treaty, and seesthatthe Siamese government has taken note of the French position regarding Laos and Cambodia. The French government wishes to see the treaty ratified as soon as the French letter of ratification arrives in Bangkok.
  2. To accommodate the Siamese request for a joint conference to be held by a French and a Siamese delegation to consider the question of the Mekong boundary line and to ratify the non-aggression treaty, the French government has gathered together a team of experts on Indochinese affairs who are ready to travel to Siam as soon as a date for the conference has been fixed.
  3. The French government cannot, however, yield to the Siamese government's wish that this same committee confer over the question of lands on the right bank of the Mekong, as the French government does not in any way accept the principle of returning these territories to Siam.
  4. On the contrary, the French government considers the present frontier arrangements as final, and wishes to refer to the clause in the treaty of 23rd March 1907, in which both parties undertake to refrain from making any future territorial claims.
  5. The French government agreed last June to give special consideration to the question of ownership of islands in the Mekong only upon its receipt of an undertaking that no further territorial demands would be made.
  6. Given recent developments, the French government finds it necessary to uphold its political status and its sovereignty in Indochina against all claims and attacks regardless of their origins."

""With reference to the approaching visit of Thai Goodwill Mission, [sic] may I venture to suggest that nothing would be better calculated to make that Mission a success and to promote the development of friendly relations between Thailand and Australia than to offer the Mission a limited number of free post-graduate scholarships (of one year each) to selected Thai students at our Universities.

I know that such an offer would be very welcome to the Thai Government and would be most gratefully accepted.

No better means of cultural propaganda has ever been devised than the extension of such scholarships. Germany and Japan owe much of their success in the diplomatic field to this course, which both those countries have pertinaciously [sic] pursued for several years past.

Since my visit to Thailand last year the Thai Government has been earnestly considering sending its more brilliant students to Australia to complete their education here instead of, as formerly, to Japan and America; and the fact that the Goodwill Mission which is about to visit us comprises some leading Thai educationalists serves to indicate how very appropriate it would be to make the gesture I am now proposing for your consideration."

Menzies wrote back to Pratt telling him that he would consider this suggestion with some of his colleagues. On 1 November 1940, Menzies received advice on the matter from Sir Frederick Stewart, the Minister for External Affairs, who informed him that similar proposals had previously been received regarding students from other countries, in particular Japan, China, India and Burma, and that all these proposals had come to nothing. He argued that if the Australian government took up Pratt’s idea in favouring the Thais it would be ‘regarded as undue discrimination’ by the countries he had referred to. More importantly, he told Menzies, such an initiative would be inappropriate at a time when the military- dominated Thai government was working ‘in close cooperation with Japan in the promotion of the so-called ‘New Order in Greater East Asia’, a development which was regarded as posing a very serious threat to British and Australian interests. In conclusion he suggested that an offer to provide scholarships to Thai students should not be made ‘until the situation becomes more clarified and until we have definite evidence of Thailand’s friendship’."

Leben

Pratt war das dritte von sieben Kindern und wuchs in einem bürgerlichen Haushalt in der Obhut einer chinesischen Kunderschwester (Amah) auf. Bereits sein Großvater, der Mediziner Henry Pratt, war in seinem späten Leben von den indischen und tibetanischen Religionen fasziniert. Eustace Pratt, sein Vater, war ebenfalls Arzt und hatte einige Zeit seines Lebens in Indien und China verbracht. Ambrose besuchte die Jesuitenschule St. Ignatius' College in Riverside (New South Wales) und die Sydney Grammar School. In privaten Unterrichtsstunden lernte er Französisch un Deutsch und betrieb Sport wie Boxen, Reiten, Fechten und Schießen.

Pratt brach ein Studium der Medizin ab und studierte fortan Recht. In dieser Zeit begann er für die Zeitung der Australian Workers’ Union zu schreiben, wandte sich jedoch zu selben Zeit gegen die Einwanderung aus Asien. 1897 wurde er als Anwalt für das Oberste Gericht von New South Wales zugelassen. "The first part of Pibul’s hour-long speech contained a detailed explanation of the negotiations with France right up to Vichy’s latest rejection of Thai demands on October 5. Following that, Pibul said there was no point in talking to the French any more. Thai demands were just, and the Thai people had never been so unanimous in support of their government. Military plans had already been drawn up, but Pibul stressed that only troops would be deployed at the front line. 'Turning then to those he called his brethren in Laos and Cambodia, Pibul claimed that although they were all of the same race, colour, culture and religion as the Thais, they were oppressed by the French whereas the Thais had a constitution and enjoyed freedom of speech. But after a tirade of invective directed personally at Decoux [Jean Decoux (1884 – 1963), Gouverneur général de l'Indochine française], Pibul abruptly changed his tone. He said that the use of force was not always essential and in any case brought a lot of problems in its wake. Thailand had many other ways of achieving its aims since France would not rule Indo-China much longer. In conclusion, Pibul commented that the many demonstrations in support of Thai demands were useful as a warning to the French, but nobody should become disorderly because Thailand was a civilised country."

"In regard to Siam's lost territories, the Prime Minister claimed he was confident that Siam would recover these, for her demands were supported by a considerable body of evidence. To begin with, the records showed beyond any doubt that France had taken these lands from Siam by force. That such had been the case was widely recognised by other nations. "As far as Siam's policy towards other countries was concerned, the Prime Minister stated that this should be one of goodwill to all nations, in accordance with our national policy, excepting, naturally, towards those who treated us unjustly. Many are mistaken, he went on to say, in believing that our Thai brothers in Cambodia and Laos are Cambodians or Lao and therefore of different nationality than ourselves. The people of Cambodia and Laos, he stressed, are people of Thai descent who were deprived of their independence when they fell under French jurisdiction. However, the Prime Minister explained, the citizens of Siam benefited from the freedoms and liberties of a constitutional monarchy. There was no chance of any improvement in France's position in Indochina, the Prime Minister went on. Once France had been rendered powerless [i.e. by the Japanese — Ed.], Siam's brothers in Laos and Cambodia as well as the citizens of Vietnam would receive their freedom and have self-government restored to them. There was no doubt but that Siam's brothers in these lands would be returned to the jurisdiction of the government and be restored to the protection of the Siamese monarch."

In einer Vierministersitzung beschließt das japanische Kabinett, Thailands Anspruch auf die zwei Provinzen von Laos, die westlich des Mekong liegen, wohlwollend zu behandeln, wenn Thailand zuvor beim "Now Order in East Asia" voll kooperiert. Das Thai Kabinett müsse reformioert werden, d.h. von allen pro-westlichen Kräften gesäubert werden.

En acceptant de transmettre une pétition des Français de Bangkok en faveur des revendications territoriales thaïlandaises qui a été publiée dans la presse siamoise; en acceptant sans protestation toutes les réclamations du gouvernement thaïlandais, en présentant celles de l’Indochine sans les appuyer; en prenant parti ouvertement contre le Gouvernement général de l’Indochine, et en laissant publier sans protestation des lettres dans le genre de celle dont je vous ai transmis un exemplaire par télégramme n°... du 28 octobre, M. X... a poussé et encouragé les dirigeants thaïlandais à maintenir leurs prétentions. Les journaux de Bangkok se font par ailleurs souvent l’écho de paroles imprudentes de M. J’estime donc que la présence de M. X... au Siam interdit tout espoir de voir la situation s’améliorer en notre faveur. Il importe pour sauvegarder, sans avoir recours à la force, l’intégrité territoriale de l’Indochine, de relever d’urgence ce ministre. "

Leutnant Prayoon Pamornmontri ร.ท. ประยูร ภมรมนตรี (1897 - 1982) spricht in Berlin mit Außenminister Ullrich Friedrich Willy Joachim von Ribbentrop (1893 - 1946) über Thailands Gebietsansprüche an Frankreich. Deutschland solle Druck auf das französische Vichy-Regime ausüben. Ribbentrop erklärt, dass Hitler Ruhe im französischen Kolonialreich wolle. Thailands Gebietsansprüche könnten auf Kosten Großbritanniens erfüllt werden, sobald Großbritannien besiegt und aus Asien vertrieben sei.

"There has come into being during the past 2 or 3 years a racial and cultural movement in Thailand...(and "Greater Thai" Movement)... the originator and the chief apostle of this movement is Luang Vichitr Vadhakarn [วิจิตร วิจิตรวาทการ, 1898 - 1962]. This versatile person composes music, writes plays, designs ballets and poses as the authority par excellence upon Thai history and culture. His artistic productions (with the exception of one or two songs) are of the poorest quality, the main purpose of them being to kindle the fire of patriotism, in this case chauvinism would be a better word within the breasts of his fellow-countrymen... Whilst his presentation of the case for Thai nationalism is thus crude and childish, it must be admitted, however, that he does at least possess energy, a low form of talent and above all a gift for "getting across" to his listeners whatever he may have to say. He has thus developed into the most blatant and the most widely heard of all the Thai "jingo" agitators. He has, in short, become a dangerous nationalist agitator and he stands in high favour with Luang Plbul, the PM, to the worse, that is to say to the chauvinistic side of whose temperament he make a strong appeal."

In einer Kabinettsitzung drängt der japanische Außenminister Matsuoka Yosuke (松岡 洋右, 1880 - 1946), dass Japan tätig wird, um eine weitere Einmischung der USA und Großbritanniens in die Angelegenheiten Thailands und Indochinas zu verhindern. Japan solle als Vermittler auftreten und die Ansprüche Thailands mäßigen, um so die Ziele Japans in der Region zu erreichen. Die Regierung folgt Matsuoka und lässt Phibun mitteilen, dass falls Thailand die japanische Vermittlung nicht annehme, Japan sich auf Seiten Vichy-Frankreichs stellen würde. Phibun nimmt das Angebot Japans auf Vermittlung an.

Franzosen konzentrieren Streitkräfte an der Grenze zu Nakhon Phanom (นครพนม) und bombardieren Nakhon Phanom mit zwei Bomben, 6 Personen werden verletzt.

"On 28th November 1940, a critical point was reached. On that day the Prime Minister, in his capacity as Commander-in-Chief of the Armed Forces, received a cable from the governor of Nakhon Phanom. This reported that at 08.00 hours that day five French planes had flown over Nakhon Phanom [นครพนม] with dubious intent. Our fighter planes had been sent up to defend the town. The French planes had thereupon bombed the town, injuring six civilians. On receipt of this news, the Prime Minister instructed me to inform the Ministers of Britain, the United States, Germany and Italy and the Japanese Chargé d'Affaires of the incident. The Siamese Air Force bombarded French military barracks in Indochina on the same day as a return measure.

From that date on, there were frequent clashes between our two countries."

Der japanische Außenministers Matsuoka Yosuke (松岡 洋右, 1880 - 1946) bietet Frankreich eine friedliche Vermittlung im Konflikt mit Thailand an. Frankreich lehnt am folgenden Tag dieses Angebot dankend ab und bestärkt, dass es keien Gebietsabtretungen an Thailand machen werde. Matsuoka rät Frankreich, diesen Entschluss noch einmal zu überdenken, da er nicht zum Vorteil Frankreichs sei.

Thailand erhält 13 japanische Bomberflugzeuge, im Dezember folgen weitere. Frankreich vermutet, dass die ersten Kampfeinsätze von japanischen Piloten geflogen werden.

"Every class (roon [รุ่น]) of the National Defense College  [วิทยาลัยป้องกันราชอาณาจักร] contains both male and female groups, the former composed of high-ranking military and civilian officials, the latter composed of their wives. Der japanische Verbindungsoffizier in Thailand, Captain Torigoe Shinichi (鳥越慎一), meldet nach Tokyo, dass Feldmarschall Phibun als Gegenleistung für die japanische Unterstützung, falls Japan Malaya angreift, er Japan den Durchmarsch durch Thailand gestatten sowie die Truppenverpflegung gewähren werde. Auch werde die thailändische Nationalbank Japan Kriegsanleihen gewähren.

"Der Französisch-Thailändische Krieg zwischen dem Frankreich der Vichy-Regierung in Indochina und dem Königreich Thailand fand zwischen Dezember 1940 und Januar 1941 statt und endete mit dem Sieg Thailands.

Im August 1939 schlug die französische Regierung Verhandlungen über einen gegenseitigen Nichtangriffsvertrag vor[1]. Thailand reagierte mit der Forderung nach Verhandlungen über den Grenzverlauf mit Französisch-Indochina, insbesondere unter Einschluss verschiedener Inseln im Mekong. War man in Paris und auch an der französischen Gesandtschaft in Bangkok solchen Verhandlungen zugeneigt, so führte die vernichtende Niederlage Frankreichs gegen Deutschland 1940 dazu, dass die Verantwortung für die weiteren Gespräche bei der französischen Kolonialverwaltung in Indochina lagen. Diese hatte kein Interesse an einer Ausweitung der thailändischen Einflusssphäre und blockierte. Im August 1940 lotete Phibun mögliche Reaktionen seitens des Deutschen Reichs, Italiens, Großbritanniens, den USA und Japans aus, sollte Thailand sich die Gebiete zurückholen, die es 1904 auf französischen Druck hatte abgeben müssen. Deutschland und Italien standen dem positiv gegenüber und Japan sah dies als eine gute Gelegenheit an, Thailand noch mehr auf seine Seite zu ziehen[2].

Dies war nun ein willkommener Zeitpunkt für die thailändische Führung unter Phibul Songkhram, einen Angriff auf die französische Kolonie Indochina zu beginnen, der mit kleineren Zusammenstößen begann und am 1. Dezember 1940 eskalierte. Die französische Marine entsandte drei Schiffe, um die Küstenstadt Trat (ตราด) unter Beschuss zu nehmen. Drei Flugzeuge der thailändischen Luftwaffe griffen diese an. Am 4. Januar 1941 griffen französische Bomber die Städte Udon Thani (อุดรธานี) und Nong Khai (หนองคาย) an. Am 6. Januar überquerte eine thailändische Division die kambodschanische Grenze und nahm die Grenzstadt Poipet (ក្រុងប៉ោយប៉ែត) ein, eine zweite Division marschierte in Laos ein. Am 11. Januar griff die thailändische Luftwaffe die nordvietnamesische Stadt Hanoi mit sechs Bombern und vier Jagdflugzeugen an. In dem Konflikt dominierte Thailand auf dem Land und in der Luft, musste jedoch eine schwere Niederlage in der Seeschlacht von Ko Chang (เกาะช้าง) am 17. Januar 1941 hinnehmen. Die letzte große Bodenaktion dieses Krieges fand am 16. oder 22. Januar statt, als thailändische Einheiten bei Yang Dang Khum französische Stellungen angriffen. Der letzte Kampfeinsatz der RTAF war ein Bombenangriff auf Sisophon (សិរីសោភ័ណ), am Morgen des 28. Januar um 7.10 durch drei Martin Bomber der Bomberstaffel 50, die durch drei Hawk 75N der Jagdstaffel 60 begleitet wurden. [3]

Das Japanische Kaiserreich, damals bereits dominierende Großmacht im südostasiatischen Raum, übernahm die Rolle des Vermittlers. Für den 28. Januar wurde eine Feuerpause vereinbart. Am 7. Februar 1941 begann in Tokio eine Friedenskonferenz unter der Schirmherrschaft des japanischen Außenministers Matsuoka Yosuke (松岡 洋右, 1880 - 1946). Die Verhandlungen endeten am 9. Mai mit thailändischen Gebietsgewinnen in den französischen Kolonien Laos und Kambodscha. Frankreich trat die Provinzen Sayaburi (ໄຊຍະບູລີ), Battambang (ក្រុងបាត់ដំបង) und Siem Reap (សៀមរាប) (nicht aber die Tempel von Angkor Wat - អង្គរវត្ត) wieder an Thailand ab.

Thailand bombardiert Ziele in Kambodscha. König Sisowath Moniwong (ព្រះបាទ ស៊ីសុវតិ្ថ មុនីវង្ស, 1875 - 1941) ist verärgert und ruft die Kambodschaner auf, die Franzosen zu unterstützen.

Jüngere japanische Militärs drängen, dass Japan ganz Indochina und Thailand sofort besetzt. Kriegsminister General Hideki Tojo (東條 英機, 1884 - 1948) widerspricht: dies würde einen Krieg mit den USA und Großbritannien bedeuten, wozu Japan noch nicht gerüstet ist.

"The Martyrs of Thailand (called also Seven Blessed Martyrs of Songkhon) are seven Roman Catholic Thais executed in Songkhon, Thailand in December 1940 by local police forces. They were beatified by Pope John Paul II in Rome on October 22, 1989.[1]

Thai Flugzeuge werfen über Vientiane (ວຽງຈັນ, Laos) Flugblätter ab. Flugbätter werden auch verteilt. Thailand schickt Molam-Sänger mit Propagandaliedern nach Laos. 

Aus einem dieser Flugblätter:

"Indochinese brothers. We are brothers since we share the same origin, have the same [colour of the] skin, have the same religion, our languages have the same roots, in every respect our way of living is the same. Let us be united as brothers of the same blood and not fight each other."
